Watch: California bill equating student activism with anti-Semitism is rubber-stamped with no debate

One of the many complaints about HR 35, a California bill that conflates activism in solidarity with Palestinians with anti-Semitism, is that it passed quickly with no debate. Now, video has emerged from the vote in late August that shows just how little discussion preceded the vote, which has been decried by students and Palestine solidarity and civil rights groups. It's the perfect example of how U.S. democracy works when it comes to the question of Israel.?

The video was recently dug up and posted on YouTube by Rebecca Pierce, a Jewish student activist and member of the University of California (UC), Santa Cruz's?Committee for Justice in Palestine.?

The vote passed easily: 66 members of the California State Assembly signed on as co-sponsors of the bill, which decries the boycott, divestment and sanctions movement and states that calling Israel an "apartheid state" is an example of anti-Semitic discourse. In a September interview, Rachel Roberts, civil rights coordinator for the California branch of the Council on American Islamic Relations, criticized the manner in which the bill was passed. "This happened in the middle of the summer, when all of the California college campuses were out of session," said Roberts, who noted that legislators were not properly informed on the issue.

As Pierce notes, "author [of the bill] Linda Halderman (R-Fresno) made unsubstantiated and vague claims connecting student criticism of Israel to violence and vandalism targeting Jewish students." But in a letter sent to the U.S. Department of Education, the American Civil Liberties Union noted that instances of violence against Jewish students "appear to be isolated incidents and/or carried out by unknown persons. They are not part the expressive activities of the SJP and MSA, like Apartheid Week." Halderman, though, sought to make student activists' connection to anti-Semitic incidents explicit without any evidence.?

Halderman also praised the Simon Wiesenthal Center's support for the bill, which was first disclosed by Mondoweiss.

Another legislator in support of the bill, Tim Donnelly, says that the legislation helps to defend "free speech." But a core complaint of activists organizing against HR 35 is that the bill may chill the speech and activism of students voicing support for Palestinian rights. "Although HR 35 does not create any new law, it effectively encourages university administrators to infringe upon students? free speech rights. By equating legitimate political debates about geopolitics with anti-Semitism, the resolution emboldens administrators to take action to chill and prevent such speech," a letter authored by a coalition of progressive groups reads.?

After activists decried the bill and raised concerns about its impact on free speech on campus, legislator Bonnie Lowenthal said that another resolution will be put on the table to address the concerns that have been raised.?

The video is a perfect example of how the issue of Israel is treated in U.S. legislative houses. Time and time again, whether its' Congress or a state legislature, a bill expressing support for Israel is taken up with little debate and is rubber-stamped. For instance, a Louisiana state bill in support of Israel passed 36-0 in the Senate last May.

Health Wellness Gems: Cardiorespiratory Fitness, Part 1 skip to main | skip to sidebar

Cardiorespiratory Fitness, Part 1

Regular exercise develops cardiorespiratory fitness, which is a basic component of health. What, precisely, is cardiorespiratory fitness? According to Dr. Nelba Olaso, Ph.D., author of the book, Innovative Schemes for Physcial Fitness, it is ?the ability of the heart, blood vessels, blood, and respiratory system to supply fuel and oxygen to the muscles and the ability of the muscles to utilize fuel to sustain exercise.? ?It is frequently considered the most important aspect of physical fitness because those who possess it have a decreased risk of heart disease.? It is sometimes referred to as ?cardiorespiratory endurance? because a person who possesses this type of fitness can persist in physical activity for long periods of time without undue fatigue," Dr. Olaso adds. We all talk about physical fitness but have a vague idea of the true meaning of the word.? Dr. Olaso explains: ?Physical fitness is a multidimensional state of being.? It is the body?s ability to function efficiently and effectively.? It is a state of being that consists of at least five health-related physical fitness and six skilled-related physical fitness components, each of which contributes to total quality of life. ?Physical fitness is associated with a person?s ability to work effectively, enjoy leisure time, be healthy, resist hypokinetic diseases, such as heart disease, low back pain, adult-onset diabetes, and obesity.? It is related to, but different from, health and wellness.? Although the development of physical fitness is the result of many things, optimal physical fitness is not possible without regular exercise. ?While ?hypokinetic? means too little physical activity and causes diseases, too much physical activity (called hyperkinetic) can also lead to negative effects on health and wellness.? In general, physical fitness is the ability of the body to perform one?s daily tasks efficiently without undue fatigue and has extra reserve energy in case of emergency.? (In Part 2, we will discuss in detail the components of physical fitness and the extent or levels of each acquired attribute which determines the physical condition of a person.? Watch for it this coming January 7, 2013.? A Healthy New Year to all! ? J.P.)

(AP) ? Israel's president and prime minister are trading charges over making peace with the Palestinians.

President Shimon Peres told a summit of international ambassadors and diplomats Sunday that Palestinian President Mahmoud Abbas is a reliable peace partner. He said Israeli diplomacy must change "from an aggressive approach to a moderate approach of dialogue."

Prime Minister Benjamin Netanyahu's party and his hawkish election partner released a statement calling the Israeli president out of touch and labeling the Palestinian president a "peace rejecter."

Peres won the Nobel Peace Prize in 1994.

Netanyahu is expected to win Jan. 22 elections, and the hard-line bloc maintains a lead over dovish parties. The statement from Netanyahu's party said Peres' remarks in front of a diplomatic audience represent a political stance that encourages international condemnation of Israel.

(AP) ? Skiing in Canada is postponed. Mikhail Prokhorov's new agenda calls for lunch with his basketball coach.

Prokhorov can always reschedule his vacation. Fixing his team couldn't wait.

So the Brooklyn Nets owner fired Avery Johnson, made P.J. Carlesimo the team's interim coach, and put aside pleasure for business.

Prokhorov flew to New York and watched the Nets hand the Charlotte Bobcats their 17th straight loss, 97-81 on Friday. He and Carlesimo will meet Saturday for lunch, where the Russian billionaire will likely remind Carlesimo of his high ? perhaps unrealistic ? goals for the Nets.

Carlesimo, uncomfortable with how he got the job, isn't worried about what it will take to keep it.

"Honestly, am I anxious to hear what he's got to say? Of course I do. But we've just got to go out and do the best job we can and see whatever happens," Carlesimo said. "I certainly don't want to lobby for it or anything like that."

He won't need to if the Nets keep performing like they did Friday.

The Nets played as they did last month, when they were 11-4 and Johnson was Eastern Conference coach of the month. They are just 4-10 in December, a slump that cost Johnson his job, but got back over .500 against the hapless Bobcats.

Brook Lopez had 26 points and 11 rebounds, Deron Williams added 17 of his 19 points in the first half, and Joe Johnson had 16 for the Nets, who led by 29 points and won for just the second time in seven games.

"I felt we're a good team all year and we just hit a rough patch," said Williams, who struggled under Johnson. "We've got to fight our way out of it, so we made a step in the right direction tonight and we just keep going."

Prokhorov cut short heli-skiing in British Columbia to travel to New York. He said he decided to fire Johnson last week but will be patient with Carlesimo. Even with big names such as Phil Jackson potentially available and Prokhorov vowing to spend whatever it takes to build a championship team, he said repeatedly that Carlesimo was the head coach.

Prokhorov did say that if the Nets do look for a new coach, he would be personally involved. He wouldn't discuss anyone by name, even joking he had never heard of Jackson, the 11-time champion coach whom ESPN.com reported was the Nets' top target.

"Now P.J. is the head coach and if it becomes necessary, you know who the usual suspects are," Prokhorov told reporters at halftime.

The Nets had been blown out of their previous two games and Prokhorov said the Nets were lacking team spirit.

Still, deciding Johnson would be fired last week means Prokhorov had made up his mind even before the lackluster Christmas performance at home against Boston that preceded a rout Wednesday in Milwaukee.

"I think we have very talented players, but they are capable of much more than what we have seen in the recent weeks," Prokhorov said. "I respect Avery and really I wish him well, but sometimes chemistry just isn't right. It happens.

"I think the main question is why we were unable to bounce back and to play like champions," he added.

Prokhorov added around $300 million in payroll this summer and has set the expectations high, saying he believes the Nets can reach the Eastern Conference finals. Though it's believed he wouldn't back away from paying top dollar for a coach, he left open the possibility that he may already have the guy he wants.

"P.J. is the head coach and just I think we have a lot of trust in him and really I want him to lead the team," Prokhorov said.

The Nets played with energy under Carlesimo after forward Gerald Wallace had criticized the team following Wednesday's 108-93 loss in Milwaukee in Johnson's last game.

"To me, it's kind of frustrating and sad because that's the first time in my career that a coach's been let go in the middle of the season like that," Wallace said. "But I understand the business part of it. We move on and obviously regardless of who's sitting at the head of the chair, we know what we got to do as players."

Carlesimo, who had stints coaching Portland and Golden State, is perhaps best known for his infamous run-in with Latrell Sprewell when he was leading the Warriors. A terse exchange at a December 1997 practice resulted in Sprewell choking Carlesimo. It took several players and team officials to break up the attack, which an angry Sprewell renewed 15 minutes later.

Carlesimo last coached his own team when he was fired by the Oklahoma City Thunder after a 1-12 start to the 2008-09 season and said before the game he was a little more apprehensive than normal for his return to running his own club.

"Your head's spinning a little bit, you're trying to think of all the things that were second nature," Carlesimo said. "Hopefully, I haven't forgotten. I'm old, but hopefully I haven't forgotten."

It was quickly obvious he had nothing to worry about.

The Bobcats missed 13 of their first 16 shots, making it easy for the Nets. Brooklyn scored nine straight in the middle of the first quarter to open a 12-point lead, extended it to 18 later in the period, and were ahead 33-15 headed to the second.

"It's tough. We can't put ourselves in that kind of position," Bobcats guard Kemba Walker said. "We don't have a lot of depth on our team to come back against great teams, but we do every once in a while, but we can't do that all the time. We dig ourselves in holes we can't get out of."

Williams, who missed Wednesday's game with a bruised right wrist and came into the game shooting under 40 percent for the season, was 7 of 14 from the field. Williams, who said recently that he preferred his old offense in Utah to Johnson's, acknowledged his confidence was down as he struggled to play the style that best suited the Nets.

"We came out with a lot more energy," Williams said. "I think we had to. I think our backs are against the wall right now."

Lopez, the starting center whose seven-game absence with a foot injury started the Nets' downward spiral, was 9 of 12 and made all eight free throws. He said it's easy for the Nets to offer Carlesimo the support Prokhorov wants.

"He helped us focus tonight," Lopez said. "He was there for us and you know we support him and he supports us."

Is India a Rapist Society?

It looks that there is a new consciousness among the youth and students in this country against the obnoxious act of rape. India stands out. Wow, Mera Bharat Mahan! More than half of the country has learned to live rape. No one?s conscience is disturbed when everyday three Dalit women are raped on an average in this country. Speak of conscience blunting! How about the rape of the Adivasi women? No one literally cares. A small column in an unseeable corner of newspapers! The rape of the North East! Sorry. The rape of North Eastern women! By the mainland Indians, by traders, by police and by the Indian army! Wah! Wah!! Speak of the fence eating the crop!

Don?t we remember the North Eastern women taking up to an unheard of protest method against the Indian army raping their women? Does this nation even recognize that there is one Irom Sharmila fasting for more than a decade now? The Khairlangis, the Dharmapuris, the Guwahatis, the Khandamals etc., etc. How come that some rapes are more gruesome than other rapes? If a girl belonging to some caste is raped, it terribly disturbs, not only the conscience but also the streets, the opposition and the government of the nation. Is there any difference in the body of women belonging to different castes and tribals and religions? May be, who knows! Just as blood is of different colours in different races and different castes!

Even in the social and political engineering of rape, as is the case in the recent Delhi rape only a caste girl is chosen. Otherwise, it would not arouse the anger of the common youth, na? Did the rape precede the engineering or did the engineering precede the rape? It can be anybody?s guess. Why was rape of a girl used to whip the government? Once again it can be anybody?s guess. Shame on the government is the loud cry. How about shame on the men of this country? How about shame on the politicians? How about shame on the women of this country who have opted to keep quiet when they are not raped or one of their caste women was not raped? Is rape also sectarian? What a shame!

Is rape the problem? No, as history very clearly shows. It is the politics of rape that is the real problem. We know from time immemorial that rape has been used to settle scores among enemies, in times of war, in military strategies, in intelligence gathering, in civil wars and worst of all in caste atrocity and communal violence India. The way Indian army is let loose on the women of North East indicates a loathsome mindset in the ruling oligarchy. The ruling oligarchy keeps a calculated indifference to the way rape is used as a weapon among men to settle caste scores. This reveals a sickness and decay in the marrow of every bone in the body of this society. In this rottenness rape does not stand alone. Naked parading of women, honour killing, rampant child marriages etc. add to the wretchedness of women.

Is rape the problem in India? No. It is the attitude and the value towards women that are problems in India. That women are sex objects is a universal reality. That Dalit and Tribal women are easy sex objects for the caste forces is the Indian reality. Let us try denying this. The stark truth of a society of men that is putrid to the core will stare at us naked. The total disrespect for women and the camouflaging of this disrespect by spreading the banal and blatant lie that women are highly respected in India, that they are our mothers etc. are symptoms of this underlying plague. The permeation of this sickness is alarming. The sectarian and casteist callousness of this country to its women is a much deeper problem.

What else can you expect from a country that has established ceremonial and sanctified rape in the Devadasi system? Where are the youth and students against this broad daylight sexual orgy? How about the different festivals that legitimize quite religiously the procession of naked Dalit women carrying elements of worship for a few kilometres? Where is the conscience of this nation, of the forces that have engineered a high pitched battle against the rape of one woman in Delhi? Is Delhi so important for men? But it is in Delhi that one hears of frequent rapes and killing of women after rape. Delhi is the rape capital of India and that perhaps is why some political forces thought of rape as their next political strategy.

It will be na?ve to dump rape as only a political tool. It is also a manifestation a deprivation of sex, healthy sex I mean. The double standards attached to Indian discourse on sex, the denial of space for men and women to socialize freely, the stigma attached to normal sexual behaviour among men and women, the spreading of prejudices about sex and its clandestine practice by all and sundry, the killing of female foetuses, the leniency to boys in the family upbringing, the litany can go on and on. All these keep adding bit by bit to the evolution of a psyche of rape.

What are we arriving at? In India you have the social rape. That is, Dalit and Adivasi women can be raped at will by the caste forces and the law of the land will turn the other way. It has done that in the last more than 65 years. You have the religious rape. Religion legitimizes the rape of women under different festivals and Devadasi system. You have the political rape. That is, rape as a weapon of revenge and settling scores. You have the systemic rape. That is, the law machines legitimizing rape as a ?common? thing among armed forces and law enforcers.

The most devastating aspect in the recent hype on rape in Delhi is the attitude of the media. Laudable are the efforts of any media that highlights the issue of rape. But why is this sudden focus on rape by the national media? It creates a myth that in India the media is hyper sensitive to the issue of rape. If India really had such a sensitive media many maladies of this country would have been reduced long ago. The media must take more than an equal share of the Indian society?s callousness towards the reality of rape.

Let us then safely conclude that the caste forces, the religious forces, the political forces, the ruling oligarchy and the different pillars such as the media are raping India on the whole. Many are clamouring for the blood of the rapists. ?Kill them? ?hang them? is the far cry of the so-called protestors against rape. Let them give a serious thought to the above-mentioned forces.

The issue of rape of women has to be tackled differently. It is a long drawn out programme of action and dealing with different issues that plague the country. It is as serious as nation building. If India is honest in its respect for women then its Parliament must have a minimum of 50% women members. No legitimization of any kind to reduce this proportional representation will absolve India of the stigma of being a rapist society.

Auto Start(Compustar) not working - Vancouver's Top Classifieds ...

I had my 2 way compustar alarm and auto start for a year now. The problem is that after the snow last week the auto start stopped working. You can hear the car cranking but it does not go through. However, manually starting the car works.

Any ideas that I should check first before bringing it to a shop? It worked fine before the snow(cold temp) we had last week.

2 Texas players suspended after sex assault report

SAN ANTONIO (AP) ? Texas suspended two players Friday and sent them home on the eve of the Alamo Bowl, hours after police said they were investigating a report of a sexual assault at a San Antonio hotel.

Coach Mack Brown did not identify the players, but he referred to a KENS-TV report (http://tinyurl.com/cw8dcj3) that police were investigating two unidentified Texas players in the alleged assault.

"This has been reported: We had a couple young men that broke team rules last night. They have been suspended from the team and they will be sent home," Brown said at a previously scheduled news conference. "They will not be available for the game and I will not address any more questions in that matter."

Sgt. Javier Salazar, a San Antonio police spokesman, said only that detectives are in the early stages of investigating a case of alleged sexual assault in the downtown area. Investigators are interviewing witnesses and collecting forensic evidence, he said.

"It's a very meticulous process," Salazar said. "As far as these investigations go, it's very early."

A heavily-redacted police report says a 21-year-old woman told police she believed she was assaulted around 2 a.m. Friday after inviting two men to her hotel room. The report shows only that the men are students and that one is 21 and the other is 20. The woman told police that she had had several drinks when she invited the men to her hotel.

Police said they observed bruises on the woman's right knee and left bicep.

After talking to police, the woman was taken to a San Antonio hospital, where she was seen by a sexual assault nurse examiner, according to the report. The two suspects also were taken to the hospital and examined by the nurse, the report says.

Ben Turner, acting general manager at the Holiday Inn on San Antonio's Riverwalk, said police were summoned to the hotel between 2 and 3 a.m. Friday to investigate an alleged sexual assault. He said hotel staff was cooperating with police.

Athletic department spokesman John Bianco said he could not say more than Brown's comment at the news conference.

Texas (8-4) plays Oregon State (9-3) in Saturday's game at the Alamodome. The Longhorns' walk-through at the stadium Friday afternoon was closed to the media.

Hypnotherapy

?

Hypnotherapy is frequently the 1st option for phobias, confidence, smoking, and fat problems. As a hypnotherapist in the active centre of London, I have noticed two kinds of hypnotherapy enquiries.

?

?

?

Initial of all, some history. As far back again as civilisation goes, there have been clever adult males and ladies who support us with our emotional difficulties. And just the perception that the clever 1 will assist us is often plenty of to provide about transform. Individuals have been offered trance-inducing medicines, magic spells, mystical chat in other words, hypnosis. Or at minimum, a strong element of hypnosis was involved.

?

??

?

In the 1900s, some western physicians with an curiosity in the thoughts attained enhancements by putting their clients in a trance and regressing them back to their childhood, uncovering root brings about to current behaviour. This early function was greatly enhanced on by great folks these as Milton Erickson, who also utilised trance, establishing hypnotherapy as it is practised these days. From this, NLP, or Neuro-Linguistic Programming produced.

?

Despite the fact that NLP is now used in the hypnotic trance state by most hypnotherapists, it was to begin with mostly sold as a self-help technique. Today many self-improvement seminars, courses, movies, and textbooks use NLP ideas to encourage positive adjust.

?

A single NLP Grasp, Gary Craig, produced one more self-aid method, EFT, from TFT (Imagined Field Treatment, an acupressure-centered sort of psychotherapy). EFT stands for Psychological Independence Methods and requires the body's electromagnetism to improve the mind's wellbeing. EFT self-assist workshops, how-to guides and DVDs are now mushrooming in popularity. Not like a non-participatory speak or lecture, EFT is bodily experienced and entails energetic participation of the workshop attendee. Due to EFT's simplicity and effectiveness, many therapists are incorporating it into their practice, including hypnotherapists.

?

These modern-day approaches supply up to a total relief from sadness, fear, and anger. Most importantly, they free of charge the individual to are living in a really joyful state of contentment and peace. Obviously, hypnotherapists utilizing them expertly for their clients often have no need to have to utilize the passive hypnosis trance and merely give the customer hypnotic suggestions in an lively way.

?

So hypnotherapy is a technique which started out as a entirely passive treatment and is building into a a lot more energetic method. This has resulted in two various types of requests for hypnotherapy treatment method. I classify these into Historic Shopper and Passive Shopper.

?

The Historic Consumer is aware that hypnosis has been about productively for numerous years. They may possibly have friends, family, or colleagues who accomplished results with hypnotherapy. The Historic Client remembers viewing strong hypnosis on stage or on Tv. This consumer tends to makedecisions primarily based on evidence and asks for hypnotherapy because of purely to conviction by the evidence.

?

The Passive Consumer was conditioned during life to get a back again seat. ??For more about this go to?Hypnotherapy?site.?

Mexican regulator approves $1.6 billion deal for BBVA pension fund

MEXICO CITY (Reuters) - Mexico's antitrust agency approved the $1.6 billion acquisition of BBVA's pension fund by Grupo Financiero Banorte and the Mexican Social Security Institute (IMSS), Banorte said on Wednesday.

Banorte and the IMSS, a state-run health organization, will operate Mexico's biggest pension fund, with nearly one-third of the total market.

The deal, announced late last month and already approved by Mexico's pension fund regulator, has all the necessary authorizations to complete the acquisition, the bank said.

Banorte, which runs Mexico's No. 4 bank by assets, has been actively bulking up its operations in the country. Last year, it bought boutique bank Ixe, which gave it access to a portfolio of wealthy clients.

White House Dragging Feet On Car Tech Known For Saving Kids

SAN FRANCISCO (AP) - In the private hell of a mother's grief, the sounds come back to Judy Neiman. Her SUV door slamming. The slight bump as she backed up in the bank parking lot. The emergency room doctor's sobs as he said her 9-year-old daughter Sydnee, who previously had survived four open heart surgeries, would not make it this time after being backed over by her Mother's hulking SUV.

Her own cries of: How could I have missed seeing her?

The 53-year-old woman has sentenced herself to go on living in the awful stillness of her West Richland, Wash., home, where she makes a plea for what she wants since she can't have Sydnee back: More steps taken by the government and automakers to help prevent parents from accidentally killing their children, as she did a year ago this month.

"They have to do something, because I've read about it happening to other people. I read about it and I said, 'I would die if it happens to me,'" Neiman says. "Then it did happen to me."
There is, in fact, a law in place that calls for new manufacturing requirements to improve the visibility behind passenger vehicles to help prevent such fatal backing crashes, which the government estimates kill some 228 people every year - 110 of them children age 10 and under - and injures another 17,000.

Congress passed the measure with strong bipartisan backing, and Republican President George W. Bush signed it in 2008.

But almost five years later, the standards have yet to be mandated because of delays by the U.S. Department of Transportation, which faced a Feb. 28, 2011, deadline to issue the new guidelines for car manufacturers. Transportation Secretary Ray LaHood has pushed back that deadline three times - promising in February that the rules would be issued by year's end.

With still no action, safety advocates and anguished parents such as Neiman are asking: What's taking so long to remedy a problem recognized by government regulators and automakers for decades now?

"In a way, it's a death sentence, and for no good reason," said former Public Citizen president Joan Claybrook, who once directed the federal agency responsible for developing the rules.
The proposed regulations call for expanding the field of view for cars, vans, SUVs and pickup trucks so that drivers can see directly behind their vehicles when in reverse - requiring, in most cases, rearview cameras and video displays as standard equipment.

The National Highway Traffic Safety Administration, charged with completing the new standards, declined requests to discuss the delays. Spokeswoman Karen Aldana said the agency would not comment while the rulemaking process was ongoing but was on track to meet LaHood's latest cutoff date. In a letter to lawmakers in February, LaHood said his agency needed more time for "research and data analysis" to "ensure that the final rule is appropriate and the underlying analysis is robust."

Others insist the issue is money, and reluctance to put any additional financial burdens on an industry crippled by the economic crisis. Development of the new safety standards came even as the Obama administration was pumping billions of dollars into the industry as part of its bailout package.

"They don't want to look at anything that will cost more money for the automobile industry," said Packy Campbell, a former Republican state lawmaker from New Hampshire who lobbied for the law.

"This about money, but it is also about politics," says AOL Autos editor-in-chief David Kiley. "The Obama White House has been lobbied hard by automakers to either delay or eliminate the regulation because of costs the automakers are incurring to meet the new fuel economy regulations."

NHTSA has estimated that making rear cameras standard on every car would add $58 to $88 to the price of vehicles already equipped with dashboard display screens and $159 to $203 for those without them.

The Alliance of Automobile Manufacturers, a lobbying group that represents automakers, puts the total cost to the industry at about $2 billion a year that would largely be passed on to consumers. Last December, the group met with White House budget officials to propose a less expensive alternative: reserving cameras for vehicles with extra-large blind zones and outfitting the rest with curved, wide-angle exterior mirrors.

Before the delays, all new passenger vehicles were to carry cameras and video displays by September 2014. The industry has now asked for two more years after the final rules are published to reach full compliance.

Despite its resistance, the industry on its own has been installing rearview cameras, a feature first popularized two decades ago in Japan and standard on nearly 70 percent of new cars produced there this year. In the United States, 44 percent of 2012 models came with rear cameras standard, and 27 percent had them as options, according to the automotive research firm Edmunds. They come either as standard equipment on premium and luxury vehicles, or as options on lower priced vehicles.

Nine in 10 new cars had console screens available, according to market research firm iSuppli, which would put the price of adding a camera on the low end of the NHTSA's estimates.
These backing crashes are hardly a new phenomenon. Emergency room doctors, the National Centers for Disease Control and Prevention and the NHTSA have produced dozens of papers on the problem since the 1980s.

Researchers at the University of California, Irvine, started looking into the issue in the 1990s after noticing toddlers showing up in hospital databases of injured child pedestrians. They found that many of those children had been killed or hurt by vehicles backing out of home driveways.
In 1993, the NHTSA sponsored several studies that noted the disproportionate effect of backup accidents on child victims. One report explored sensors and cameras as possible solutions, noting the accidents "involve slow closing speeds and, thus, may be preventable." Still another 1993 report estimated that 100 to 200 pedestrians are killed each year from backing crashes, most of them children.

Three years later, Dee Norton, a reporter at The Seattle Times, petitioned the NHTSA to require improved mirrors on smaller commercial trucks and vans after his 3-year-old grandson was killed by a diaper delivery truck that backed over him.

Adding to the scrutiny were studies by Consumer Reports magazine, which started measuring "blind zones" to determine how far away a toddler-sized traffic cone had to be before a driver looking though the rear window could see it. The research found an overall trend of worsening rear visibility - due in part to designs favoring small windows and high trunk lines, said Tom Mutchler, the magazine's automotive engineer.

"Cameras are basically the only technology that is going to let you see something right behind the bumper," he said.

While no one doubts that cameras could help reduce deaths, they aren't regarded as a perfect solution either. One recent study by a researcher at Oregon State University found that only one in five drivers used a rearview camera when it was available, but 88 percent of those who did avoided striking a child-sized decoy.

In its proposed rule, the NHTSA estimated that rearview video systems could substantially reduce fatal backing crashes - by at least 95 a year - and result in at least 7,000 fewer injuries.

Judy Neiman's 2006 Cadillac Escalade didn't have any cameras installed. They weren't added as an optional package until the following model year. Instead, her vehicle was equipped with a "rear parking assist system" - bumper sensors, an alarm and lights that are supposed to go off within five feet of objects or people. Neither Neiman nor the 10-year-old neighbor boy who had accompanied her and her daughter to the bank on Dec. 8, 2011, would recall hearing any alert, according to a police report.

Sydnee was carrying her purple plastic piggy bank and account book, so she could deposit $5 from her weekly allowance. After the transaction, Neiman slid behind the wheel and waited for the children. She heard the door slam, then saw the boy sitting on the right side of the back seat as she put the car into reverse.

She figured Sydnee was seated behind the driver's seat. Instead, the boy had gotten in first, telling Sydnee to go around and get in from the left side. He would later tell a police investigator that the girl had dropped her piggy bank on her way around the SUV.

Even if she were upright, at 4-feet-3-inches tall, Sydnee would have been practically invisible through the rear window, the bottom edge of which was a few inches taller than she was.
As the first anniversary of her daughter's death passed, Neiman hoped that sharing her story might spare other parents from enduring the pain she feels every day.

She tortures herself by replaying a conversation she had with Sydnee the summer before she died. Her daughter always had taken her heart condition, a congenital defect, in stride. She never complained or showed fear, despite her many surgeries.

Then one night Sydnee started crying, and she wouldn't tell her mother what was troubling her until the next morning.

"She said, 'I don't want to die, Mom,' and when she died, that's all I could think about. She didn't want to die," Neiman says. "She survived four open heart surgeries. If God had taken her at that time, I could accept it. But who could take her with her being hit by my car? And my hitting her?"

Associated Press writer Joan Lowy in Washington, D.C., contributed to this story.

Parenting News: House-Proud mums Clean for 50 Minutes a Day

House proud women will spend the equivalent of two years of their lives cleaning the family home, a study has revealed.

Day-to-day chores such as vacuuming and cleaning the bathrooms and toilets means busy women will spend 50 minutes making sure their home is spic and span every day.

That?s more than 324 hours ? almost two weeks every year ? or a total of two years and four months from the age of 18.

But for many even that isn?t enough, especially in the run up to Christmas, with 66 per cent spending an average of three hours and 28 minutes ? more than nine days over a lifetime ? extra on household chores throughout December.

Despite the added time spent on the chores, more than half admitted they are still dreading festive visitors seeing their home in a less than perfect state, with the ever-troublesome mother-in-laws named as the most feared caller.

An unexpected visitor can leave house proud mums going into a panic if they haven?t had a chance to spruce up their home...

Ildiko Egresfalvi, spokesperson for new?Bloo Flowers?toilet fresheners, which commissioned the research, said: ?Most women are extremely house proud and want their home to be as clean and fresh as possible. And it seems that the constant stream of guests over the Christmas period only adds to the worry of making sure their house is as tidy as it can be.

?An unexpected visitor can leave house proud mums going into a panic if they haven?t had a chance to spruce up their home beforehand. There?s nothing worse than thinking that friends and relatives might be sniping about the state of your loo because you didn?t have the chance to give it a once over.?

The study of 2,000 women revealed 70 per cent consider themselves to be house proud, with an incredible 86 per cent admitting they spend even more time tidying if they have guests due to arrive.

More than three quarters even give their home a quick going over with the vacuum before their guest arrives, while another 73 per cent quickly wipe down their bathroom and toilets. But because of this, 72 per cent feel put out if people arrive unannounced.

And while it?s mother-in-laws who women named as the person they would least like to visit their home before they had a chance to clean, their own parents and siblings weren?t far behind.

Researchers found that the largest chunk of time women spent cleaning is on washing up, which accounts for an hour and 33 minutes every week. Vacuuming, wiping and mopping floors takes an hour and 22 minutes each week, while the average mum also spends an hour and nine minutes dusting and wiping down surfaces and skirting boards.

Scrubbing the bathroom or en-suite accounts for an hour and four minutes, while cleaning the toilets takes mums another 44 minutes per week.

On top of that, 50 minutes of each month is spent wiping out cupboards and drawers, and 46 minutes is taken up with cleaning windows.

Researchers also found that far from being a chore, 52 per cent of women actually enjoy cleaning their home.

Ildiko added: ?Cleaning doesn?t have to be so time consuming and stressful. Quick solutions, which not only clean but look nice in use and on the shelf, show visitors how much effort has gone into keeping the house in tip top condition and can?t help but impress guests.?
